Several Measures to Encourage the Development of Commercial Brand First Stores
In order to promote the internationalization and quality development of the capital's consumer market, strive to build Beijing into a gathering place of international brands and an incubator of local brands, stimulate fashion consumption and brand consumption, vigorously develop the first store economy, and continuously promote the construction process of international consumption center city, the following measures are formulated.
1. Opening the “green channel?of brand first store service
The commercial department and relevant departments shall establish a joint meeting mechanism to discuss the planning, construction, customs clearance, fire control, quality inspection, food management, municipal appearance and other matters involved in the process of the brand first store's entry and opening, and provide services to the front to help the brand first store to solve the difficulties of operation. 2. Helping brand first store location and promotion

For the enterprises or authorized agents of Asian first store, China (mainland) first store and Beijing first store international brand (excluding Hong Kong, Macao and Taiwan) with site selection requirements, the commercial department shall conduct site selection guidance or connect with property owners of commercial facilities. Priority support will be given to the brand first stores to settle in Hui Long Guan, Tian Tong Yuan, urban sub-center, new Shou Gang area, etc.

Supporting the first store brands in the city to participate in China International Service Trade Fair, China Import and Export Commodities Fair (Canton Fair), China international import commodities Expo, etc., and providing financial support for the enterprises or authorized agents of the brands to participate in the transportation and accommodation.

For the enterprises or authorized agents of the brand first store that set up the regional headquarters and marketing headquarters of multinational companies in Beijing, those who meet the requirements shall enjoy the economic policy of the headquarters of the city.

3. Improving the service guarantee level of high-end talents of international brands
For the international brands with international influence, in line with the strategic positioning of the capital city and making outstanding contributions to the economic growth of the capital, coordination and guarantee will be provided for the qualified senior executives of their enterprises to settle down in Beijing and to apply for work and residence permits and their children’s enrolment in Beijing. 4. Building a display platform for the first show of global brands
50% of the site rent and construction cost of large-scale new product release activities with international and domestic influence carried out in Beijing by brand first stores, local well-known brands, commercial complexes, and commercial operators will be supported by up to 1 million yuan. 5. Supporting the landing of first stores and flagship stores of various well-known brands

For the authorized agents of international brands (excluding Hong Kong, Macao and Taiwan) that have opened Asian first stores, China (mainland) first stores, Beijing first stores and flagship stores in Beijing, if their overseas copyright agency fees exceed 1 million yuan, they shall be supported according to the maximum of 50% and the maximum amount of 5 million yuan of the actual investment approved by the project.

For international brand enterprises (excluding Hong Kong, Macao and Taiwan) that have opened Asian first stores, China's (mainland) first stores, Beijing first stores and flagship stores in Beijing, if the rent and decoration cost (including equipment purchase and supporting hardware facilities construction) of opening demonstration stores exceed 1 million yuan, they shall be supported according to the maximum of 50% and 5 million yuan of the actual investment approved by the project.

For local brand enterprises (including Hong Kong, Macao and Taiwan) that have opened China (mainland) first stores, Beijing first stores and flagship stores in Beijing, if the rent and decoration cost (including equipment purchase and supporting hardware facilities construction) of opening demonstration first stores exceed 5 hundred thousand yuan, support shall be given according to the maximum of 20% and the maximum amount of 2 million yuan of the actual investment approved by the project.

For those successful introducing Asian first store, China (mainland) first store, Beijing first store and flagship store with certain influence and demonstration effect, and signing the settlement agreement for more than 2 years, financial support shall be given according to the standard of a maximum reward of 1 hundred thousand yuan for each new demonstration store and flagship store.

To establish an under-discussion project library for opening Asia first store, China (mainland) first store, Beijing first store and flagship store in Beijing. For enterprises which successfully introduced the first store in the under-discussion project library and finally operate the demonstration first store and flagship store, besides the original reward standard, an additional reward of up to twenty thousand yuan will be given to the enterprises successfully introducing each new demonstration store and flagship store.

For enterprises or authorized agents of the brand first store that set up the regional headquarters and marketing headquarters of multinational companies in Beijing, those who meet the requirements shall enjoy the economic policy of the headquarters of the city.

6. Carrying out the comprehensive evaluation of the first store introduction
Establish the city's consumption upgrading evaluation system together with the third-party organizations, and regularly evaluate the introduction of brand first stores in all districts and key business districts, so as to provide basis and reference for promoting the development of new consumption and the implementation of policies such as the transformation and upgrading of business districts.
