The "Implementation Measures on Further Promoting Registration Facilitation of Market Subject and Optimizing Business Environment?issued by Beijing Administration for Market Regulation, the registration authority, was officially implemented on April 28, 2020. The Implementation Measures has made the following breakthroughs in optimizing the business environment.
Company Registration
1. Implement the registration notification commitment system
Applicants for company registration promise that the registration materials submitted are true, valid and legal, and the registration authority will go through the registration procedures immediately based on the applicants?application and credit commitment.
2. Relax the company’s registered address administration
(1) Commitment system on the registered address is adopted and the applicant for company registration is responsible for the authenticity, legality and security of the registered address.
(2) Same address could be used by several companies as registered address in the fields where laws and regulations do not prohibit or restrict.
(3) For entity within intention to set up a branch in Beijing, it may indicate the registered address of the branch on the business license of the entity without having to apply for an extra business license for the branch.
(4) Non-residential planning buildings (such as common basement and civil air defence engineering, etc.) can be used as registered address.
(5) Cluster registration address approved by the district governments and announced to the public can be used as the registration address by the enterprises.
(6) Enterprises registered in Beijing can carry out production and business activities in places other than the registered address.
3. Further optimize the business start-up procedures and shorten the processing time
For applicants who apply for company registration together with Fapiao in one application, the application will be subject to unified acceptance and business license, official chops and Fapiao will be issued at one time within one working day.  
4. Relax supervision on business scope
Enterprises registered in Beijing can independently choose general business projects according to law. Except for the registration of main business activities and projects required for special approval, other business activities may not be registered.
Change of Registration Particulars
In terms of enterprise changes, the registration materials for changes have been simplified. Shareholders?resolution and articles of association are not required any more when a Beijing registered company applies for change of its shareholder’s name, its registered address and business scope.
Company Deregistration
In terms of deregistration, the deregistration procedures have been optimized.
For companies that have not carried out business activities or have no claims or debts, if no objection is raised during the twenty-day deregistration announcement period, simplified deregistration procedure can be applied.
For companies whose business license has been revoked for more than three years, if all or part of its shareholders commit in writing to complete liquidation and assume unpaid debts, simplified deregistration procedure can be applied after the expiration of the twenty-day deregistration announcement period.
For companies forced to compulsory liquidation or declared for bankruptcy by people ’s court, the liquidation group and the bankruptcy administrator of the companies may directly apply for simplified deregistration procedure.
