Guide to Application for Mainland China-Hong Kong Cross-border License Plate

With the development of the Guangdong-Hong Kong-Macao Greater Bay Area, the number of ports between Guangdong province and Hong Kong increases a lot. The relevant government authorities of the two places have launched administration measures on the quotas for cross- boundary private cars accordingly. Kaizen hereby summarizes the latest regulations for the application of quota for Hong Kong and Guangdong cross-boundary private cars as follow for your easy reference.

  1. HK Cross-boundary Private Cars not using HK-Zhuhai-Macao Bridge

    (1)
    Requirements for Investors of foreign Invested Enterprises

    Foreign investors, investors from Hong Kong and Macao, whose total amount of tax paid in Guangdong province in the previous year meet the following conditions, may apply for quota for Hong Kong cross-boundary private cars:

    • may apply for the first quota if the total amount of tax paid in the previous year reaches RMB150,000 or above;
    • may apply for the second quota if the total amount of tax paid in the previous year reaches RMB500,000 or above;
    • may apply for the third quota if the total amount of tax paid in the previous year reaches RMB1,000,000 or above;
    • may apply for one more quota for each increase of the amount of tax paid in the previous year of RMB1,000,000 starting from the fourth quota. The total quota shall not exceed 15 (including all quotas applied by the investors).

    (2)
    Requirements for Investors of foreign Invested High-tech Enterprises

    Foreign investors, investors from Hong Kong and Macao, who have invested in Guangdong with high and new technologies and the invested enterprise has been included in the national list of high-tech enterprise, may apply for one quota for Hong Kong cross-boundary private cars.

    (3)
    Requirements for Members of the CPPCC, NPC and High-end Talents

    Members of the National People’s Congress or members of the Chinese People’s Political Consultative Conference at national level, city and province level in Guangdong, district level in Guangzhou and Shenzhen, Shunde district of Fosahn,who come  from Hong Kong, Macao, Taiwan, may apply for one quota for Hong Kong cross-boundary private cars.

    Members of the Chinese Academy of Sciences or the Chinese Academy of Engineering, who are working in Hong Kong and Macao, and the present presidents of the universities of Hong Kong and Macao, or foreign, Hong Kong, Macao and Taiwan holders of talent card (category A) of Guangdong province, may apply for one quota for Hong Kong cross-boundary private cars.

    (4)
    Requirements for Donors who Run Public Welfare Projects

    Overseas Chinse and Chinese compatriots from Hong Kong, Macao and Taiwan, whose accumulative amount of public welfare donations in Guangdong has reached RMB3 million or above, or social organizations whose accumulative amount of public welfare donations in Guangdong has reached RMB10 million or above, may apply for one quota for Hong Kong cross-boundary private cars.

  2. HK Cross-boundary Private Cars using HK-Zhuhai-Macao Bridge

    (1)
    Requirements for Investors of foreign Invested Enterprises

    Foreign investors, whose total amount of tax paid in Guangdong province in the last 3 years meet the following conditions, may apply for quota for Hong Kong cross-boundary private cars:

    • may apply for the first quota if the total amount of tax paid reaches RMB100,000 or above;
    • may apply for the second quota if the total amount of tax paid reaches RMB500,000 or above;
    • may apply for the third quota if the total amount of tax paid reaches RMB1,000,000 or above.

    (2)
    Requirements for Investors of foreign Invested High-tech Enterprises

    A foreign invested enterprise which has been included in the national list of high-tech enterprise, may apply for one quota for Hong Kong cross-boundary private cars.

    (3)

    Note: The qualified applicants may still apply for the quota for HK-Zhuhai-Macao Bridge regardless the quotas for other ports they have obtained before.

  3. Mainland Cross-boundary Private Cars not using HK-Zhuhai-Macao Bridge

    Sate owned enterprise, collectively owned enterprises and private enterprises registered in Guangdong province, whose total amount of tax paid in the previous year has reached RMB1 million, may apply for one quota for mainland cross-boundary private cars:

  4. Mainland Cross-boundary Private Cars using HK-Zhuhai-Macao Bridge

    Sate owned enterprise, collectively owned enterprises and private enterprises registered in Guangdong province, whose total amount of tax paid in the last 3 years has reached RMB1 million, may apply for one quota for mainland cross-boundary private cars:

    The qualified applicants may still apply for the quota for HK-Zhuhai-Macao Bridge regardless the quotas for other ports they have obtained before.
